Splinter Cell: Blacklist is currently free on both Xbox One and Xbox 360.
It’s unclear if it’s a glitch, but quite likely that it could be as it’s not an Xbox Games With Gold game and it only went backwards compatible on Xbox One yesterday.
Regardless, it’s a great game and definitely worth playing (or replaying).
