Xbox All Access is a subscription service that gives you the console, Xbox Live and Xbox Game Pass for a monthly fee (over a 24 month period). For reference, the Xbox One S cost $27 a month.

There’s been no sign of when PS5 or Xbox Series X preorders will go live, but with it already being August, they can’t be too far away. You can currently register interest for the Xbox Series X and PS5 on AMAZON.
