UPDATE: The Forza Horizon team has now confirmed that Forza Horizon 3 is moving towards “end of life ” status. You’ve got until September 27th to purchase it. The standard edition is currently $13.18 and you can grab that HERE. The Ultimate Edition is $32.98 and you can grab that HERE.
It’s looking likely that after September 27th, the game will be delisted. This means that you won’t be able to purchase it digitally. Those that own the game will still have access to play it and re-download it.
When a game reaches "End of Life", that means it and its DLC will no longer be available for purchase in the Microsoft Store. However, features like multiplayer and online services will still be accessible for those that own the game.

Forza Horizon 3, as in the one set in Australia looks like it’s being delisted from the Xbox Store at the end of September. Luckily, it’s currently on sale, so if you want to own a game that lets you drive around Australia, make sure you grab it before its gone.

The game isn’t on Xbox Game Pass and historically, Forza games get delisted due to car/music licensing and once they’re delisted, you can no longer purchase them (but those that own them will retain them). Forza 2 was delisted on September 30th, 2018 and Forza Motorsport 6 was delisted on September 15th 2019.
